In this article by The Economic Times, Professor Luis Bettencourt, director of the Mansueto Institute for Urban Innovation at the University of Chicago, says that "Tokyo invented transitoriented development. They were able to develop the land around stops. The government didn’t pay for the infrastructure itself. That’s how cities develop."
